Overcharging is a problem. We would advice you to keep an open city map in your hand while taking taxi and track the ride to make sure it doesn't take longer than necessary. This should discourage the taxi driver from riping you off.
The government sets cab fares at PLN 2 / km. Taxi stands are marked with TAXI sign. Taxis can best be booked by phone. Higher rates are charged for travel out of city limits, on Sundays and holidays. A special night fare is applied between 10PM and 6AM.

Public Transportation
Warsaw's public transport system is well developed. Buses, trams, and subway line share the same tickets, passes and prices. It's wise to keep a supply of tickets because many corner stores and bright green "Ruch" booth that sell tickets are open only during the day. You will pay an extra fee when buying from the drivers. Warsaw's metro has only 1 line and is of limited use for visitors. With the exception of limited night buses (starting with letter "N"), urban transport runs daily from 4:30AM till midnight.
The fare is a flat rate for a bus, tram , or metro train travelling anywhere in the city, ie one fare is valid for one ride on one form of transport.
The “sightseeing route” bus No 180, which links Powazki Cemetery with Wilanow Park, stops at most attractions.

There is little incentive to drive a rented car through Warsaw's traffic. But there are a lot of good reasons to hire a car in Warsaw for jaunts around the countryside.
